I feel like YTA a little bit. It doesn't sound like your sister was being delusional or thinking she's in a movie. It's normal and healthy to express love and affection to pets. I tell my cat I love her all the time.
He does say 'love you' already so that's one of the reasons that made me explain it to her because I don't want her to think he's actually replying to her by saying that.
