Oh if they do it that way, then yes, this would work. But that takes into consideration that each "world quest-line" is self contained, and that it doesn't impact the world further. Like, once the elder dragon is slain, then that "world quest-line" is finished and it doesn't become a new variable to the world, only the end result (which, as you said, would make players look elsewhere for new content). However, that's not how they're planning to make the game, as far as I'm aware? I may be completely wrong though, that'd be a way of fixing it.
