Nah these are from the hyphessobrycon genus, probably Hyphessobrycon megalopterus. Black skirts are from gymnocorymbus
Its not a mosquito or a wasp, It’s a syrphid, a helpful pollinator. It can’t be a baby wasp because baby wasps look like small grains of rice. If you see a winged insect, know that it is in its final instar. Syrphids are basically a type of fly that mimics bees to scare predators away and make sure it can pollinate without getting eaten or attacked.
