I don't think so. There is another video of a Highball passing by in the water from the same cameraman in the same place. From his panning he has to be pretty close to where this one stopped.

No sir, those were called Upkeep and were barrel-shaped. Highballs were for antishippping and were round.

To clarify, it appears the wobble causes the bomb to veer off-course upon bouncing instead of (I'm assuming) in a straight line from the plane's flight course.
Yes, and you can really tell on the video of one coming straight at the cameraman.
