Spinfoil hat time: They know the 3.0 subclass changes are mediocre/will likely spawn criticism which would only lead to terrible marketing if they revealed it without anything else for hype (new story, gear etc.) and face the exact same issues as Void 3.0 (especially with a similar debacle of a reveal stream where they didn't even know what Hunter abilities were). So they're waiting to reveal it alongside new season drop to soften the blow and drown the negative feedback in new season hype threads.

The more discrepancies there are between game modes the more the issues of gameplay instinct acquisition compound. Why not have different recoil patterns for weapons, too, or decrease reload times for PvE, etc.
Except that they did balance the exotic differently for pve and pvp. They didn’t ”nuke” them.
